Under the direction of the Associate Director, Risk Management & Privacy, the Privacy Coordinator is responsible for coordinating Vancouver Community College’s (VCC) compliance with the provisions of applicable access and privacy legislation, including the Freedom of Information and Protection of Privacy Act BC (“FIPPA”) and Colleges’ policies and procedures. The Privacy Coordinator gathers records and information for response to Freedom of Information access requests, Privacy Impact Assessments and assists in administering Privacy Breach protocols. Works within the legislative framework to protect personal information and the College’s responsibility to disclose how it will be used for both employees and students. This role also assists the Associate Director prepare presentations and materials for privacy orientation and training for college employees. Provides support for privacy compliance audits on privacy policy, procedures, and training initiatives. This position has access to confidential and sensitive records held throughout the College. |
Job Duties/Responsibilities |
Freedom of Information Requests 1. Coordinates the preparation of the legislative requirements for access to information requests made to the college under FIPPA, including administering, processing, and assisting the Associate Director in the preparation of responses. 2. Corresponds with access to information applicants as required under FIPPA. 3. Works with College departments that have records related to access to information requests. Understands the legislative framework to assist departments on the requirements under FIPPA to conduct proper searches. 4. Prepares fee estimates where applicable under FIPPA. 5. Ensures all statutory requirements under FIPPA for processing information access requests are adhered to and legislative deadlines are met. 6. Under the direction of the Associate Director, Privacy Consultant, or legal counsel, secures, prepares, and reviews the records for disclosure and disclosure exceptions. Coordinates reviewing the disclosure package with departments as necessary. 7. Escalates requests to release sensitive and complex information to the Associate Director. Privacy Impact Assessments 8. Coordinates and assists with the preparation of privacy impact assessments (PIAs), working with Information Technology. 9. Assists the Associate Director in the creation of new privacy tools or processes to collect, use, store, access or disclose personal information. 10. Assists the Associate Director to develop tools and processes for the College to educate and train others on the legislative requirements for PIAs. Privacy Policies Compliance and Breach Protocols 11. Assists the Associate Director in the development of privacy programs, protocols and initiatives. 12. Prepares privacy breach letters and assists the Associate Director to manage privacy breaches. 13. Assists with the gathering of records and preparation of responses to complaints filed with and investigations conducted by the Office of the Information and Privacy Commissioner (OIPC) regarding the Colleges’ FIPPA files. 14. Assists the Associate Director prepare privacy reviews and reports including updating privacy policy, procedures, and practices. 15. Helps the Associate Director implement College-wide privacy policies and procedures including but not limited to collection use and disclosure procedures, forms compliance, administration of privacy impact assessments, privacy breach preparedness, personal information storage, security, and access to personal information. 16. Maintains data and records on access to information requests and privacy breaches, providing the Associate Director with updates or reports as requested. 17. Escalates any legal, regulatory, or reputational risk to the College. 18. Handles privileged and confidential information with discretion. Privacy Orientation, Training 19. Assists the Associate Director to prepare materials for education and training programs for employees regarding access to information, privacy, and Canadian Anti-Spam Legislation (CASL). 20. Prepares reports and presentations for the Associate Director. 21. Acts as an administrative resource on assigned committees and teams. 22. Performs other duties as related to this position. |
Qualifications |
Education and Experience: - Two (2) year Diploma in a relevant field from a recognized educational institution, including courses in privacy. - Minimum 2 years recent experience in Privacy administration in a public sector environment. - Or an equivalent combination of education, training, and experience. Skills and Abilities: - Knowledge and experience in the field of access to information and privacy in the public sector, preferably in a post-secondary institution. - Knowledge of FIPPA processes and procedures. - Training in the coordination and administration of the FIPPA or similar legislation. - Knowledge of and experience applying privacy legislation, policies, and directives. - Analytical and critical thinking skills including the ability to quickly analyse large volumes of complexinformation. - Strong organizational and time management skills. - Experience in coordinating privacy requests and meeting deadlines in a high-volume serviceenvironment preferred. Ability to prioritize and complete work assignments under tight deadlinesincluding assignments involving complex issues, conflicting priorities, and multiple stakeholders. - Excellent communication skills, both verbal, and written. Ability to deal with a diversity of people ina calm, courteous, and effective manner. - Ability to exercise tact, discretion and maintain confidentiality in preparing, handling, and disclosinginformation of a confidential or sensitive nature. - Strong interpersonal and relationship building skills with internal and external stakeholders such aslegal counsel, privacy consultants, and OIPC. - Remains current in areas of responsibilities including applicable legislation, regulations, and bestpractices. - May be required to work at all College campus locations. - Demonstrated proficiency in MS Office Suite and Adobe Acrobat. |
Salary Range - Prorated based on FTE | $63,995 -$85,327 – $89,593 annualized (Pay Grid 6). Normal starting salary placement is between $63,995 and $85,327. Compensation beyond the control/mid-point requires approval by the Public Sector Employer’s Council Secretariat (PSEC). |
