This position is responsible for the development of the College’s Financial Reporting to the Ministry of Advanced Education. This includes the preparation and review of monthly financials, monthly forecasts, and numerous other financial reports. As a member of the Financial Reporting team this position prepares documentation, provides analysis of financial data, and ensures adherence to proper reporting standards.
Job Duties/Responsibilities
  1. Manages all Accounting functions, processes and procedures (Accounts Receivable, Capital Assets, J/E, cash and investments, and related revenue accounts).
  2. Maintains Capital Asset & Lease Schedule.
  3. Reviews monthly accounts receivable, cash, GST/PST, Balance Sheet and Revenue and Cost of Goods Sold accounting reconciliations.
  4. Reviews and analyzes cash forecasts and performs treasury functions.
  5. Prepares the monthly variance analysis of budget/forecast versus actual revenues and expenditures by account. Prepares monthly financial statements, internal financial reports, written analyses and ensures adherence to proper reporting standards.
  6. Reviews and processes capital project documentation to ensure assets are being capitalized or expensed in accordance with Public Sector Accounting Standards and College’s established capitalization policy.
  7. Works in conjunction with departments to monitor budgets and expenditures on all capital assets. Manages certificate of approvals (COA) in accordance with Ministry guidelines and overseas provincial and federal capital funding and donations related to capital. Prepares the annual audited financial statements and working papers, and in consultation with the leader financial reporting, liaises with external auditors to provide information and analyses pertaining to the year-end audit.
  8. Contributes to planning and performance internal control reviews in all areas of Finance.
  9. Supervises assigned staff and participates in the recruitment, promotion, evaluation, training and development, and performance management of staff within the scope defined by College policy and the Collective Agreements.
  10. Liaises on an ongoing basis with support staff, budget officers, deans, directors and executives.
  11. Works with various federal and provincial ministries on college initiatives and liaises with Service Canada, Statistics Canada and other external agencies as required.
  12. Plans, manages and undertakes special projects and other initiatives as assigned.
  13. Performs other related duties as required.
Qualifications
Education and Experience

  • A Bachelor’s Degree in Commerce or related field of study from a recognized educational institution.
  • A recognized accounting designation (CPA, CGA, CMA or CA)
  • Five (5) to seven (7) years financial reporting, accounting, and financial analysis experience including two (2) years supervisory experience.
  • Or equivalent combination of education, training and experience.
Skills and Abilities

  • Expert knowledge of accounting procedures and financial reporting practices.
  • Strong PC skills and proficiency with spreadsheet programs.
  • Demonstrated ability to use various financial software packages and databases to perform financial analyses and develop reports.
  • Demonstrated ability to summarize and present complex financial data in an organized and concise manner.
  • Strong technical knowledge and research capabilities.
  • Demonstrated strong leadership skills in change management and ability to build consensus and solicit cooperation on special projects.
  • Detailed oriented with excellent analytical and problem-solving skills.
  • Excellent interpersonal skills and demonstrated ability to develop and foster relationships within the College including the executive, deans and budget officers.
  • Excellent oral and written communication skills.
  • Demonstrated ability to supervise, motivate and mentor staff.
  • Team player with strong initiative and self-starter.

Salary Range - Prorated based on FTE
$83,799 – $111,732 – $122,905 annualized (Pay Grid 11). Normal starting salary placement is between $83,799 and $111,732. Compensation beyond the control/mid-point requires approval by the Public Sector Employer’s Council Secretariat (PSEC).
